There aren't many decision-making centers in RF to put it mildly. That's why the decisions are so "well thought out" that they're clearly leading someone to Calvary. Is it a special conspiracy of elites to destroy the RU-empire? Carthage must be destroyed, right, Mr. Medinsky?
